All nationals, except nationals from Bhutan, Nepal and Maldives need a valid visa to enter in India. Maldives National need an Indian visa only when stay in India is longer than 90 days and Nepali nationals only require it, if they are entering India from china.
The Visa on Arrival facility is only for the nationals of Japan, South Korea and UAE (only for such UAE nationals who had earlier obtained e-Visa or regular/paper visa for India). You can either apply for E-visa or you need to apply for it through the nearest Indian consulate/embassy in your country.
